Prime Minister Dhan–Dhaanya Krishi Yojana (PMDDKY) – Operational Guidelines 2025

The Prime Minister Dhan–Dhaanya Krishi Yojana (PMDDKY) is a major initiative launched by the Government of India in the Union Budget 2025 to transform agricultural productivity and improve farmers’ income across 100 Aspirational Agricultural Districts. These districts have been identified based on low productivity, moderate crop intensity, and below-average credit access.

1. Aim of the Scheme

The scheme is designed to:

  • Improve agricultural productivity
  • Promote crop diversification and sustainable farming
  • Expand post-harvest storage and processing infrastructure
  • Strengthen irrigation facilities
  • Ensure better access to short- and long-term agricultural credit
  • Leverage convergence of schemes across Ministries and States

2. Identification of Districts

The 100 districts have been selected based on:

  1. Low crop productivity
  2. Moderate crop intensity
  3. Poor access to institutional credit

Every State will have at least one district under the programme, ensuring balanced national coverage.

3. Key Objectives

3.1. Boost Agricultural Productivity

  • Improve seed availability, fertilizer balance, and mechanization
  • Use digital tools and precision farming
  • Promote high-yield varieties and modern practices

3.2. Promote Crop Diversification

  • Shift from monocropping to multi-cropping
  • Encourage high-value crops
  • Provide incentives through price support
  • Integrate farming models (crops + livestock + fisheries)

3.3. Encourage Sustainable Agriculture

  • Natural and organic farming
  • Integrated Pest and Nutrient Management
  • Water-efficient practices (micro-irrigation)
  • Promote climate-resilient seeds
  • Improve livestock and fisheries productivity

3.4. Strengthen Post-Harvest Infrastructure

  • Build warehouses, cold storage, ripening chambers
  • Support food processing units
  • Encourage community farming assets
  • Improve market access and logistics

3.5. Improve Irrigation Systems

  • Expand drip & sprinkler systems
  • Rejuvenate traditional water bodies
  • Command Area Development

3.6. Expand Agricultural Credit

  • Saturate Kisan Credit Cards, including for Fisheries & Animal Husbandry
  • Support long-term credit through NABARD
  • Increase AIF-financed infrastructure

5. Implementation Structure

District Level

  • District Dhan-Dhaanya Krishi Yojana Samiti headed by District Collector

State Level

  • State Dhan-Dhaanya Krishi Yojana Samiti headed by Chief Secretary
  • Monitor district-level progress

National Level

  • Executive Committee headed by Agriculture Minister
  • Monitoring Committee headed by Secretary, DA&FW

6. Baseline Survey

Every district must survey:

  • Current productivity levels
  • Reasons for low yield
  • Soil health status
  • Gaps in storage, cold chain, and market access
  • Shortages in quality seeds
  • Credit flow challenges
  • Natural disaster and pest-prone areas
  • Fisheries and livestock productivity gaps

This survey will guide a scientific and data-driven district plan.

7. District Agriculture & Allied Activities Plan

Each district will prepare a 5-year outcome-based plan covering:

  • Productivity improvement
  • Crop intensity increase
  • Post-harvest infrastructure creation
  • Crop diversification
  • Fisheries, dairy, and animal husbandry development
  • Credit mobilization

The plan must focus on soil health, water conservation, reduced input costs, and sustainable farming.
